Okay. Sounds like it might work.

I always color below my outline layer and I save it to highest quality.

I don't think it's compression, but it might be. I think it's something to do with my outlines or how I color, because I can see the problem BEFORE I save it to jpg format, I'm just never sure how to fix it.

I compared it to my recent pics and my recent ones do look much better, but still not as smooth as I'd like.
Or to put it another way, not as clean looking. Of course, I'm not sure how much better they can really look either.
Probably part of my complaints is how I have color leaking into my lines, but that is how I color too.
(Usually try and select it, then fill it with the paint bucket. It's faster that way.)
